Most likely, the knob needs to be replaced. This rod or even the valve may be the culprits. It is difficult to determine without having the machine here. Try descaling through the wand to see if it helps with the stem rotation.
The steam tap rods are NOT interchangeable. The steam valve, in your case, probably had limescale build up and damaged the internal portion of the valve. Sorry, the valve will most likely need to be changed.

I was having problems with the frothing knob not closing. Reading instructions for taking the top off the unit I pulled the tap rod and discovered the threads were worn out. Quick fix for a heavily dripping steaming wand, so much leakage that I was unable to maintain 8 bar of pressure for coffee extraction. 1st-line video on how to do this job was very clear, and it took about 10 minutes. Make sure you have high-temp food safe silicon grease before you start.
